Even today most currencies in the world are not free floating. The United States is still in the process of pressuring the Chinese to revaule their Yuan.
Today, all the world’s major currencies move independently of one another. It is not uncommon for central banks to intervene to maintain or move their respective currencies to a desired level. This has encouraged banks, hedge funds, and brokerage firms to speculate. A quick expansion of the Foreign Exchange market has to be contributed to the euro-dollar market, which allows the deposit of USD in banks outside the United States.

The same concept is used in the Euromarkets as assets are deposited to countries other than the assets' currency origin. These Euromarkets were widely used by US companies due to fewer regulations and higher yields than those possible in the US. This is why US companies began to borrow offshore; they held excess liquidity overseas and used the Euromarkets for short term loans and financing for imports and exports.
London was and still is the central offshore market. In the 1980’s it began lending dollars to maintain the leading position in world finance which made it the center in the Eurodollar market. It also holds a key geographical position; being open during Asian and American market hours.
